This problem usually means that the ARIA TOSCA extension hasn't been properly installed.
Make sure the "extensions" package is in your {{site-packages}}.
If you've installed ARIA in editable mode, please see ARIA-110.
Another possible cause for this issue is that when using ARIA as a library (rather than a CLI), the [install_aria_extensions|https://github.com/apache/incubator-ariatosca/blob/0.1.1/aria/__init__.py#L54] function must be called ([example of such a call in the CLI|https://github.com/apache/incubator-ariatosca/blob/0.1.1/aria/cli/main.py#L59])
