Having different workspaces or querying across them

Can you query across multiple workspaces or have relationships between them
at all?

No.

Not really.

The only link between workspaces is versioning. Different workspaces
can contain different versions of a node or a subtree, and the
versioning feature can be used to migrate changes in one workspace to
another.

Instead of different workspaces it's usually better to use different
subtrees within the same workspace for partitioning your data.
