   The fix from @jaandrle worked for me.  In addition to issues with closing the keyboard I was having issues with the keyboard covering fields with no way to see them below the keyboard.  The key was removing the globally set viewport-fit=cover and only applying it at runtime.  This fixed the scroll issue on iPad's running iOS 12.x.
