updating html and page files with JBOSS

Hi does anyone know how to be able to update html and page files in
JBOSS with out having to restart the webserver every time a little
change is made to one of these files?  Also JBOSS puts the deployed
web in a tmp folder with a random number assigned to the folder.  Do
you know if this can be static?  Thanks.
