built in wiki interface

In VCL 2.1, there was a built in wiki of sorts included in the web code.  Most 
of the code for it is still there, but links accessing it were removed in VCL 
2.2.  The idea was to make an easy way for sites to include local 
documentation about using VCL. At NCSU, we already had somewhere else we were 
maintaining that info. Then, when we moved to ASF, we also had the wiki there. 
I felt like this feature split documentation into too many places. I'd like to 
work toward having any docs about VCL in general located at our new CMS 
(http://vcl.apache.org). However, this would require that people maintain 
their own location of pages for anything site specific.

Is anyone still using VCL 2.1 and making use of this feature?  If not, I'd 
like to go ahead and remove all of the code for it.
