yes. it might get costly w/ the scale or if you plan to retain lot of file versions. I can file a jira to enhance this. but might need some intelligent design around this.

oh, just now looking at your solution. it might have some corner cases. For eg, if you choose cleaner policy to be LATEST_FILE_VERSION, and set commits retained to 10 (this config is supposed to work only for LATEST_COMMITS policy).
after 15 commits, we will consider only the last 10 commits to do clean up, what incase some file group never got updated from C5 to C15. So, those file groups should also be considered right when we are looking to schedule cleaning based on FILE_VERSIONS.
Open to jam more on this and find a good enhancement.

In my opinion, read full partition in KEEP_LATEST_FILE_VERSIONS strategy when clean files **is required anyway,** since the commit instant will be cleaned up, you never know how many slices are in the fileGroup. All we can do is speed up listing partitions or files with metadata as far I am concerned
However, for KEEP_LATEST_COMMITS strategy, you only need to read the partitions that exist in the latest replate commits , rhat's what hudi is doing now.

I have made some perf fixes to the full cleaning when metadata is enabled.
https://issues.apache.org/jira/browse/HUDI-4749
Also, I have proposed a hybrid cleaning policy to enhance cleaning by LATEST_FILE_VERSIONS : https://issues.apache.org/jira/browse/HUDI-4750
