Refreshing just the org.apache.felix.configadmin bundle (from the OSGi console, calls PackageAdmin.refreshPackages with just that Bundle object) causes the installer.core bundle to be stopped and restarted.

AFAICS there's no package dependencies from installer to configadmin, but the installer *embeds* the configadmin bundle (Embed-Dependency...).

I'll dig deeper to find out why the installer bundle is affected.
