excludes are igonred (as in not excluded) if the jar already exist

I have set excludes in my pom (see attached).
When the jar is created the first time the 2 folders I wanted to exclude are indeed excluded but if I run it a second time (without cleaning it first) then the 2 excluded folders are added to the jar.
