We'd like to remove all our stuff from svn and just leave something like https://svn.apache.org/repos/asf/commons/proper/lang/LangNowUsesGit.txt at the root - I'm not sure whether it is easer to keep svn read-write until we're done or go to read-only first and the open it up for a short time.

Also we'd like to use some github integration features: PR <-> JIRA with the COMPRESS JIRA project and notifications of PRs to dev@commons.apache.org.  I can open a separate ticket for that, if it simplifies the workflow.
