[~ yukim] I have attached the temporary patch for "nodetool cleanup". Please have a look at it and tell me whether it is OK and whether I can go ahead with the implementation of the remaining options such as compact, decommission, move, relocate. Thanks

CASSANDRA-4767 fixed this for repairs with JMX notifications.  We should do something similar for nodetool cleanup, compact, decommission, move, relocate, etc.
