Need votes for patches for 3.1.1

I'd like to see us get 3.1.1 out in the near future, but there are a
number of tickets still in the queue.  It's been 6 months since 3.1.0 came
out, a bunch of fixes have gone in already, and we're *WAY* overdue to get
this release out.

All of these need 1 vote:

3710	[review] spamc timeout does not work; hangs on connect()
4760	[review] possible to be in internal_networks without bein...
4788	[review] Backport sa-update from 3.2

This needs 2 votes:

4819	[review] MIMEHeader plugin throws redefining warnings

4590	prefork: syswrite(6) failed
4594	spamd dies unexpectedly: prefork: ordered child to accept...

These three need patches.  3838 and 4594 can probably be punted to 3.1.2
unless someone is actively working on a patch, and 4590 is waiting for
4696 which may solve it (otherwise the same comment wrt punting).
