Cannot edit properties

When I click on the 'customize' icon on a tab inside of a tab pane, I get the 
customizer pane. The edit properties button is grayed out and cannot be 
clicked. This was produced in the envrionments:

Windows XP
Java 4.1.1_02
Tomcat 4.1.18
Jetspeed 1.4b4

Red Hat Linux on Intel Kernel 2.4.20-13.8
Java 4.1.1_03
Tomcat 4.1
Jetspeed 1.4b4
