How to restrict the portlet instance based on content

Hi,

        My requrement is like this.

My portlet will display the content from data base. For examples names of
the persons.
Now i have to restrict the instance of portlet based on the content. For
example if the
database is found empty (no user names) then i should not show the portlet
at all. So
far the portlet is restricted based on role he has.

Can anyone tell me how to restrict the portlet based on the content it shows
?
