[Vote] PPMC - Release Apache Stratos 4.0.0 Incubating RC2

Hi All,

This is the second release candidate of Apache Stratos 4.0.0-incubating.

This is a PPMC vote - if this passes, we'll move it onward to an IPMC vote.
Please use the [Discuss] thread for anything but votes.

This release fixes the following issues:

I'm sorry we need to cancel this vote due to an issue in stratos package.
The following warning was raised when starting the stratos package due to a
dependent OSGi bundle was missing.

{org.wso2.carbon.core.init.CarbonServerManager} -  Carbon initialization is
delayed due to the following unsatisfied items:

{org.wso2.carbon.core.init.CarbonServerManager} -  Waiting for required
OSGiAxis2Service: org.wso2.carbon.identity.provider-4.2.1

Will start a new release candidate release soon.
