Which build are you using?
Are you able to reproduce this using RC1: https://dist.apache.org/repos/dist/dev/openmeetings/3.2.1/rc1/ ?
Please create JIRA issue if reproducible using RC1

> When Anyone logs into the openmeetings server and joins a room their camera is on the lowest resolution.  any attempt to click on the settings to change this does nothing, they still come back with poor resolution.  However after selecting a new resolution and going back into settings then selecting cancel instead of save, the changes will then be accepted.
