I pulled the current source from http://svn.apache.org/repos/asf/xerces/c/branches/xerces-2.7 and realized that my patch was incomplete.  I had fixed it locally but forgot to provide it.  src/xercesc/util/Transcoders/Win32/Win32TransService.cpp requires the addition of the header ctype.h .  I will attach an additional patch.
