Looking at your mirror, I see you may have missed
"FoldersFirst" in your config ; please see the how-to-mirror:
http://www.apache.org/info/how-to-mirror.html

Also, your mirror doesn't do the proper redirects ;
click 'beehive' ; compare with
http://www.apache.org/dist/

Can you fix that?
