ftp access to ibiblio repository

Howdy,

While testing the ftp downloader/deployer in Wagon I turned on FTP
access to the maven repository @ ibiblio. For anyone who is interested
the repository is now accessible here:

ftp://ftp.ibiblio.org/pub/packages/maven/
