Since job workspaces are re-used, previous logs need to be removed before new ones are created.

Since this is done separately at each step, if the job fails early (e.g., build or instance bring-up), then previous test logs can remain at the end and get uploaded.

All logs need to get cleaned up at the beginning of a job.
