Patches from Taher Alkhateeb for "Translations of CommonUiLabels.xml & CommonEntityLabels.xml to Arabic" https://issues.apache.org/jira/browse/4966

I have translated fully the framework/common/config/CommonUiLabels.xml & CommonEntityLabels.xml to Arabic. Attached is the patch for both files.
