[ASTERIXDB-3287][SQL++] Support parsing COPY TO statement

- user model changes: yes
- storage format changes: no
- interface changes: no

Details:
- Support parsing COPY TO
- Change the syntax for COPY FROM to be more aligned
  with the COPY TO
