[ApacheDS] Unused constructor parameters

PMD report [1] says, that a lot of unused constructor parameters exists.
Are they part of (existing or not existing TODOs), introduced for
(maybe) future use, historical left overs or ???. Can I drop them and
adapt constructor calls where needed?
