General mailing list

Hi everyone, happy new year, and happy Euro,

In order to form a more perfect union of apache tcl projects, we are
setting up the general@tcl.apache.org mailing list as a place of
discussion between all the Apache Tcl groups.  We are doing this to
foster cross-pollination of ideas and code.

Everyone is welcome to join, but it will be a developer-oriented list.

Project leads are encouraged to join.
