[ANNOUNCE] Release Apache Paimon Vector Index 0.2.0

The Apache Paimon community is pleased to announce the release of Apache
Paimon Vector Index 0.2.0.

Apache Paimon Vector Index is a pure Rust vector indexing library designed
for Apache Paimon and data lake storage.
