[commons-lang] Build Script LICENSE Bug, Serialization Feature Re quest...

I believe there is a bug in the dist and jar targets -- should be
"LICENSE.txt" rather than "../LICENSE". Also, I would like to suggest that
package org.apache.commons.lang.exception.Nestable* classes should be
Serializable.
