   Recently, I have spent a lot of time in this very area, and my opinion is that 1) it is indeed a potentially unintuitive experience, however, 2) it is consistent as is, and after a bit of a learning curve it gets the job done. Any change to the current behavior would be arbitrary, and just as confusing for users who seek the other type of behavior, so it would only shift the problem, and not solve it. I'd like to do proper user research to discover the overall user flow and make structural changes informed by that.
