Although there has not been an Axis 1.x release since 2006, there has been hundreds of commits since then. I suggest compiling the latest code and testing that. 

Here's the git repo below, which builds fine for me using JDK 8 and Maven 3.6.3.

git clone https://github.com/apache/axis-axis1-java.git

I myself don't run Axis 1.x for my own projects. I just help maintain it, largely security and build issues.
