This error:

[Thu May 05 15:09:59 2005] [alert] (11)Resource temporarily unavailable: setuid: 
unable to change to uid: 81

means you had a process limit set when starting httpd (via ulimit -u or so on).
 You should remove the ulimit to prevent this happening.  (the limit is not
enforced as root, only when the child tries to become a less-privileged user
using setuid)
