actually I realized that in order to be really usable from all tooling we have, this would need to go into the _segment_ bundle under the _tooling_ package. [~mduerig] any objections to moving the class?

> A while back I've introduced a dummy datastore impl that does its best to replace working with a read datastore when one is not available. I'd like to extract that and make it usable with the ReadOnly store as I think it has value for tooling that doesn't need access to the datastore itself.
