[FLINK-40902][docs] Remove equi-predicate requirement from Table API LATERAL SNAPSHOT join docs (#29471)

The equi-key requirement for LATERAL SNAPSHOT join was lifted in the
implementation, but the Table API docs still stated that the predicate must
contain at least one equality condition. Align the Table API docs with the
SQL docs: an equality predicate is recommended but not required.
