[I] [Bug] I can't start transaction [pulsar]

   ### Minimal reproduce step
   
   1.use docker-compose file on official document to deploy cluster
   2.set options about transaction
   3.producer start transaction by [dotnet client](https://github.com/fsprojects/pulsar-client-dotnet.git)
   
   ### What did you expect to see?
   
   I can use it normally
   
   ### What did you see instead?
   
   Unhandled exception. Pulsar.Client.Api.CoordinatorNotFoundException: Transaction coordinator with id 0 not found!
      at <StartupCode$Pulsar-Client>.$TransactionMetaStoreHandler.-ctor@148-163.MoveNext()
      at <StartupCode$Pulsar-Client>.$TransactionBuilder.BuildAsync@34.MoveNext()
