February Board Report

Hi all,

The next board meeting is coming up on February 19th and we're due to 
report. We have a deadline to submit it by Wednesday, February 12th.

The Wiki page for the report is set up here: 
http://wiki.apache.org/xerces/February2014. As usual I'll cover Xerces-J 
and XML Commons. Could other committers please fill in the status for 
Xerces-C.
