Workspaces and forking

I have currently created a workspace which uses a non-tip revision of a
file.  If I try and check-out this file, I get a Forbidden (403).

I have seen Warwick's email relating the problem with the 'checkout-fork'
parameter, and confirmed that my 2.1 server includes this fix.  

I have both 'checkout-fork' and 'checkin-fork' set to empty strings in
domain.xml.

Despite this, I can't seem to check out a non-tip revision.  I have tried
both the slide webdav client (version 2.1), and the DAV Explorer client.

In addition, I have noticed in the spec that when 'checkout-fork' is set to
'discouraged', that the client application can still create a branch by
setting the 'DAV:fork-ok' in the checkout request body, but there doesn't
seem to be any way to set this attribute directly via the client API.
