Initially i was using ambari 2.1.2 & HDP 2.3.4  and i faced the issue mentioned in bug AMBARI-13361 (hbase crashes when phoenix enabled)

so i upgraded to ambari 2.2.0.0. 

On doing so, hbase again failed to start with "ClassNotFoundException: org.apache.phoenix.hbase.index.balancer.IndexLoadBalancer" when phoenix was enabled.

i unzipped the jar "/usr/hdp/current/hbase-master/lib/phoenix-server.jar"
and could not find the class ''org.apache.phoenix.hbase.index.balancer.IndexLoadBalancer".

On investigation i noticed that the class is present when i used HDP 2.3.2.

i was able to resolve this issue by changing to HDP 2.3.2.

Workaround:
Change the repo URL for HDP 2.3
from
http://public-repo-1.hortonworks.com/HDP/centos7/2.x/updates/2.3.4.0
to
http://public-repo-1.hortonworks.com/HDP/centos7/2.x/updates/2.3.2.0

Seems to be problem with phoenix-server.jar in HDP 2.3.4.
