+    <p><strong>Weather:</strong> The weather at Guwahati and adjoining areas
+    during November is the most pleasant one with temperatures ranging from a
+    minimum of 14 degrees Celsius at night and maximum 24 degrees Celsius at
+    daytime. There will be no rainfall in November.</p>
+
+    <h3>Location (country, city)</h3>
+
+    <p>Guwahati, Dispur - State Capital of Assam, INDIA</p>
+
+    <p>Guwahati, Assam, the gateway to the northeast is well connected with
+    the rest of India by air, rail and road. The Lokapriya Gopinath Bordoloi
+    International Airport at Guwahati is 18 km from the city center and is
+    well connected to <strong>New Delhi, Kolkata, Mumbai and
+    Chennai</strong>. <u>Indian Airlines, Jet Airways, Air Deccan, Kingfisher
+    Airlines, SpiceJet and Indigo</u> fly operate regular flights to Guwahati
+    from New Delhi, Kolkata, Mumbai and Chennai. Air India also operates an
+    international weekly flight between Bangkok and Guwahati.</p>
+
+    <h3>Special visa or entry requirements (e.g. vaccinations)</h3>
+
+    <h4>Visa</h4>
+
+    <p>Applying for a Visa is mandatory. A Vaccination is not required to our
+    knowledge, but to be on the safe side, you should also contact the Indian
+    Missions in your
+    country.</p>
+
+    <p>Foreign Nationals desirous of coming into India are required to
+    possess a valid passport of their country and a valid Indian Visa.There
+    is no provision of 'Visa on Arrival' in India and no fee is charged for
+    immigration facilities at the airports. Foreign passengers should ensure
+    that they are in possession of valid Indian Visa before they start their
+    journey to India except nationals of Nepal and Bhutan who do not require
+    visa to enter India and nationals of Maldives who do not require visa for
+    entry in India for a period up to 90 days (a separate Visa regime exists
+    for diplomatic/official passport holders).</p>
+
+    <p>The Consular Passport and Visa (CPV) Division of the Ministry of
+    External Affairs is responsible for issuance of Indian visas to the
+    foreign nationals for their visit for various purposes. This facility is
+    granted through various Indian missions abroad.</p>
+
+    <p>Visa fees are non-refundable and subject to change without notice. The
+    High Commission reserves the right on granting and deciding type/duration
+    of visa irrespective of the fees tendered at the time of making
+    application. Granting of Visa does not confer the right of entry to India
+    and is subject to the discretion of the Immigration Authorities.<br />
+    <br />

+    <h4>Visa Application Form</h4>
+
+    <p>Visa application form is available at the office of Indian Embassy in
+    the country where the NRI/PIO resides. Visa form for nationals of
+    Pakistan and Bangladesh are generally different. All NRIs/PIOs, including
+    children (who don't possess OCI or PIO card) need to apply for Visa in
+    separate visa forms.</p>
+
+    <h4>Procedure for obtaining Visa</h4>
+
+    <p>Visas can be applied for in person or by post at the High Commission
+    of India based in the country from where the candidate intends to depart
+    for India. Specific visas are granted for a variety of purposes that are
+    aforementioned.</p>
+
+    <h4>Requirements for Visa</h4>
+
+    <p>Generally the following documents are required for obtaining Indian
+    Visa. However, the requirement may vary from country to country.</p>
+
+    <ul>
+      <li>Original passport valid for at least 6 months</li>
+
+      <li>Visa fee</li>
+
+      <li>Two passport size photographs</li>
+
+      <li>Supporting documents, where necessary</li>
+
+      <li>Duly completed application form</li>
+    </ul>
+
+    <h4>Visa for NRIs and PIOs</h4>
+
+    <p>Persons of Indian Origins and Non-Resident Indians who possess either
+    OCI (Overseas Indian Citizenship) or PIO card don't need Indian Visa. OCI
+    and PIO give them the freedom to visit India without visa. OCI and PIO
+    cards are multi-purpose life long visa for visiting India.</p>
+
+    <p>However, those NRIs and PIOs who don't have OCI or PIO card can apply
+    for and get Indian visa through the procedure mentioned above. For more

+    <p><strong>Assam Electronics Development Corporation Ltd
+    (AMTRON)</strong> is representing the Guwahati OpenOffice.org community
+    and is pleased to propose <strong>Guwahati, Assam (INDIA)</strong> as the
+    second OpenOffice.org Conference outside of Europe in this year 2009.</p>
+
+    <p>AMTRON is a big promoter of OpenOffice.org and hopes to contribute for
+    its cause. The Government of Assam has continuously shown its patronage
+    towards OpenOffice.org since the year 2006 and with this initiative, the
+    IT Department through its nodal agency – AMTRON has been capable of
+    taking up major projects in open source and promoting OpenOffice.org in
+    offices, schools, colleges and universities within and outside Assam. We
+    are regularly holding seminars and workshops on ODF/ OpenOffice.org and
+    LINUX. We are also keenly focused on developing and providing local
+    language support on LINUX to the local communities. In India we are one
+    of the most committed lot on the OpenOffice.org and LINUX.</p>
+
+    <p>The Government of India has launched the National eGovernance Plan
+    (NeGP), which is one of the biggest government driven IT &amp; ICT
+    initiative in the world covering State Wide Area Networks,
+    citizen-centric service delivery windows, Data centers and other
+    requisite infrastructure. In Assam, AMTRON is the nodal agency for
+    implemnattion of these programmes; and most of it is happening on Open
+    source, Open standards, ODF and 100% OpenOffice.org.</p>
+
+    <p>Holding of the OooCon2009 at Guwahati would usher a new era in not
+    only in Assam, but also in India and and the rest of the South East Asia.
+    Almost 25-30% of the population working in the IT Industry in India
+    belongs to Assam and the North East India. OooCon2009 at Guwahati would
+    rightly put the focus on developing countries where the Governments are
+    fast adopting OpenOffice.org as the best possible solution to roll out
+    major IT initiatives for the citizens, school children and the
+    employees.</p>
+
+    <p>Guwahati is the gateway to several exciting tourist spots such as
+    Shillong, Darjeeling and Gangtok. In Assam itself there are two great
+    World Heritage Sites, namely Kaziranga National Park and the Manas Wild
+    Life Sanctuary. Guwahati can be considered as a feast for the
+    OpenOffice.org conference attendees and has the required infrastructure
+    to be one of the best locations worldwide. By organizing the
+    International Conference on OpenOffice.org this year, the people of Assam
+    would feel very proud in extending the boundaries to the world of
+    OpenOffice.org and its contributors and provide many business
+    opportunities for this region and India as a whole.</p>

+
+    <p>The OpenOffice.org Annual International Conference (OOoCon) is the
+    premier event for anyone interested in or working with OpenOffice.org.
+    OOoCon is where representatives of all the community projects meet to
+    celebrate and learn from the achievements of the past twelve months, and
+    discuss how to meet the challenges of the next twelve.</p>

+    <h2>The Location</h2>
+
+    <p>Every year, a completely new team adopts OOoCon, brings it to their
+    country, and puts their own flavour on it. The result is a conference
+    which has a lot of fresh energy every year, guarantees suprises, but
+    which is also reliably interesting. Many attendees consider it to be one
+    of the most informative and friendliest open-source events to be found
+    anywhere in the world.</p>

+    work indeed for a team to start from scratch, and run an event the size
+    of OOoCon after as little as six months’ preparation. This year, we are
+    changing the way we award OOoCon. We would like to award not just OOoCon
+    2009, but also OOoCon 2010. The team selected for OOoCon 2010 will work
+    alongside the OOoCon 2009 team, to help them with OOoCon 2009, and also
+    learn how to make OOoCon 2010 even better. Then next year we will award
+    OOoCon 2011, etc.</p>
+
+    <p>So this means that this year, we'll be asking for the Community's
+    preferences for the location of two conferences: OOoCon 2009 and OOoCon
+    2010.</p>
+
+    <h2>The Choices</h2>
+
+    <p>OOoCon is the Community's conference, so it's only right that the
+    <a href="http://www.openoffice.org/dev_docs/guidelines.html">Community
+    members</a> have a say in where it is held. <em>If you were a registered
+    Community member on 1st January 2009, and you would like to attend
+    OOoCon, you are entitled to have a say</em> in where OOoCon is held.</p>

+    <p>Teams were asked to provide information in a <a href="cfl.html">Call
+    for Location</a>. Their replies have been presented in the same format to
+    make it easy to compare one with another. Some teams have provided more
+    complete answers than others.</p>

+    March 3rd. Orvieto, Italy emerged as a clear favourite with 48% of the
+    votes. Budapest, Hungary was second with 29%. The remaining five bids all

+    It is a center for courses leading to university degrees (Informatics and
+    Telecommunications Engineering), post-graduate courses (Architecture,
+    Health Psychology, Archeology), as well as specialization courses of
+    prestigious Italian universities.</p>

+    <p>Roma Fiumicino and Roma Ciampino the two main airport. Low cost

+    <p>From Fiumicino Airport, Trains “Leonardo Express” run every day, every
+    30 minutes from 6 a.m. to 11 p.m. and take you directly to the Roma
+    Termini Train Station in 31 minutes.</p>

+    <p>Ciampino Airport is about 150 km from Orvieto. From the airport buses
+    take you directly to the Roma Ciampino train station. From here take a

+    It is a center for courses leading to university degrees (Informatics and

+
+    <p>The plateau with its tufa cliff walls defines the area of the
+    historical center of Orvieto – a stupendous palimpsest of Etruscan,
+    Medieval and Renaissance structures. The city is known for its efficient
+    congress facilities and a qualified service network for hospitality.
+    Restaurants, wine and champagne bars and pubs offer a variety of the fine
+    wines and foods for which Orvieto is famous. These features together with
+    the intact environment, pleasant climate and a system of alternative
+    mobility make the city ideal for meetings, seminars and study days of all
+    kinds.</p>

+    <p>Not by chance Orvieto, world capital of good living (“Cittaslow”), has
+    hosted important national and international appointments: Slow Food World
+    Congress, Hydrogencities foundation (with J. Rifkin) and it is site of
+    prestigious cultural events during the year which include Umbria Jazz
+    Winter, Barzini Award for the special correspondent (in collaboration
+    with the Corriere della Sera), the International Award for Human Rights,
+    outstanding Art exhibits, Conventions and post-graduate studies of
+    American universities.</p>
+
+    <p>The political-administrative context is particularly favorable for
+    open source culture. Umbria – the region in which Orvieto is located –
+    was one of the first Italian regions to approve a law on “informatics
+    pluralism” and to have instituted (L.R. n. 11 of 2006) a Center of
+    Competence on Open Source that works to favor the introduction of open
+    source software in the Public Administration and in the schools.</p>
+
+    <p>The Municipal Administration totally supports the candidature of
+    Orvieto as an OOoCon2009 center, already translated into precise
+    commitments for logistic and organizational collaboration.</p>

+    <p>The Philippines is one of the ideal international venues in Asia.
+    Being located in a strategic point in the Southeast Asia region, our
+    country is very accessible and low cost airfares are available for people
+    coming from different places around the globe. Aside from the Ninoy
+    Aquino International Airport in Manila, there are also other airports in
+    different parts of the country which service international flights.</p>
+
+    <p>Apart from its accessibility, the Philippines, also offers
+    high-quality services in terms of logistical and technical needs which
+    are very critical in holding international events. It has one of the
+    largest business districts in the Asian region in which all kinds of
+    services can be found. It also has a large number of world class hotels,
+    restaurants and other establishments which offer products and services at
+    competitive rates.</p>
+
+    <p>In addition to these, the Philippines is a home to magnificent sites
+    inside and outside the metro and has a very authentic culture which make
+    the country a tourist haven.</p>
+
+    <p><u><strong>OOo Conference 2009 in the Philippines</strong></u></p>
+
+    <p>The Philippines, with its expanding Information, Communication
+    Technology (ICT) industry and its vast number of ICT professionals which
+    are exposed to different tools and are providing services not only inside
+    the country but in all other parts of the globe, will be the most
+    appropriate venue to hold the OOo Conference in 2009 or in 2010.</p>
+
+    <p>Since 2004, Philippines is one of the countries which host Software
+    Freedom Day and CP-Union is the lead organiser of this annual event in
+    the Philippines. This yearly event has always been greatly attended and
+    the number of attendees every year always doubles from the previous
+    year.</p>
+
+    <p>With the growing demand and popularity of open source softwares, a
+    bill on the use and accessibility of free and open source software (FOSS
+    Bill) was drafted by a legislator in the House of Representatives and is
+    now being reviewed in order to be passed a law in the country.</p>
+
+    <p>Thus, the immense encouragement and support on the use of open source
+    software from the different sectors in the Philippines and also from the
+    government creates the best climate in propagating and promoting
+    OpenOffice.org.</p>

+    <p>In Reykjavik there are two university campuses. The conference will
+    most likely be held at one of those university campuses. If necessary
+    other conference venues are available.</p>

+    <p>All necessary equipment (e.g. video/streaming capabilities), free wifi

+
+    <p>The Organization for Digital Freedom in Iceland (FSFI). The
+    organization's goal is to spread knowledge and information about digital
+    freedom in Iceland. FSFI holds, for example, an annual conference for the
+    Icelandic public to raise awareness in digital freedoms. In 2008 Eben
+    Moglen and John Perry Barlow were keynote speakers.</p>
+
+    <h3>Local events that are taking place in parallel (or immediately
+    before/after)</h3>
+
+    <p>The team is ready to plan and arrange for activities, both low cost
+    and more expensive ones. Activities could include a trip to Gullfoss (the
+    real one), mountain trips, sightseeing, outdoor spas/swimming pools and
+    more. Reykjavik is full of tourist attractions for conference goers who'd
+    like to plan tours for themselvers, such as ghost tours, viking shows,
+    museums, pubs, etc.</p>
+

+

+    <p>Iceland is situated in the middle of the Atlantic and is therefore
+    easily reachable from both Europe and the USA. With the recent fall of
+    the Icelandic currency (ISK) the cost for visitors has fallen sharply and
+    the country has become affordable (it used to be expensive for tourists).
+    There are all sorts of accommodation available, from cheap hostels to
+    high class hotels. A large group of Icelanders offer accomodation via
+    <a href="http://www.couchsurfing.com/">CouchSurfing</a>. The time of the
+    year is perfect as most tourists have left (no accomodation problems) and
+    Icelanders are starting work and school, open to new ideas and
+    opportunities.</p>
+
+    <p>The public and private sector, and the general population in Iceland
+    have limited awareness of FOSS. Recently there has been an increased
+    interest in FOSS. OOoCon would enhance this interest and generate more
+    curiosity for FOSS, especially OpenOffice.org. The government of Iceland
+    has, for instance, released <a href=
+    "http://eng.forsaetisraduneyti.is/information-society/English/nr/2882">a
+    policy on Free and Open Source Software</a>. The uptake of this policy
+    has been slow but has generated some interest in FOSS. Many public and
+    private institutions are looking at OpenOffice.org as a viable option but
+    are afraid of testing it. With OOoCon, we could give them the push.</p>
+
+    <p>Iceland is a country that needs to really have a look at all possible
+    ways to save money after the financial crash of 2008. The conference
+    would open the eyes of many companies and governmental institutions for
+    the possibilities of other software than proprietary software. The
+    aforementioned policy was created mostly with cost savings in mind, both
+    short term and long term. A nation heavily dependent on one company
+    (Microsoft), its office bundle, and old document formats, needs to look
+    at other options. Awareness in OpenOffice.org is needed and OOoCon is the
+    perfect way to achieve it.</p>
+
+    <p>Iceland is simply an awesome location for the OOoCon (think of the
+    photo opportunity: GullFoss bloggers at Gullfoss, drinking a beer named
+    Gullfoss).</p>
+
+    <p>Iceland is the ideal place for fun and action packed nightlife once
+    the conference is over. There is only a short ride to a fantastic nature
+    and scenic experience. If you are lucky, you might catch a glint of
+    aurora borealis winding through the sky at night.</p>
+
+    <p>OOoCon should enjoy a refreshing location in a country with a history
+    and great heritage like Iceland. Vote for Iceland and experience a great
+    OOoCon 2009 at the world's northernmost capital.</p>
