Harikrishna Patnala resolved CLOUDSTACK-5259.

Resolution: Invalid
Now create template from snapshot request happens through SSVM.
This needs vhd-util file in SSVM, the new system vm template has vhd file in it.
This bug might have occurred because of the old system vm template.
Can you please try with new template and close the ticket.
