   I'm going to close this now, as I think the logging is much more clear at this point since a few years ago.
   
   Also from what I understand, our artifact pushing code at this point intentionally unconditionally pushes, and the result is a lightweight single roundtrip to the artifact cache remote in the case that the artifact is already cached, in which case the logging will mention that the operation is `SKIPPED`, and this is expected behavior at this point.
