   **Is your feature request related to a problem? Please describe.**
   Some people are encountering issues with building the Heron project due to custom Python scripts in the current scripts. 
   
   **Describe the solution you'd like**
   Add simple instructions to the `CONTRIBUTING.md` file under the Intellij section to set up the project using the Bazel plugin from the Intellij Marketplace.
   
   **Describe alternatives you've considered**
   The build scripts need to be updated to support a smooth build from the CLI with dependencies installed.
   
   **Additional context**
   It is significantly easier to use the Bazel plugin to kick off a build than using the current build scripts to achieve a correctly set up Intellij IDEA IDE.
