[PROPOSE] Release Apache Juneau 7.2.1 RC1

Hi everyone,

I'm going to create a new release of Juneau to pick up the latest code
changes for preserving backwards compatibility with 7.1.0.  Also included
in this release:

   - Bean property annotations can now be used on private fields (similar
   to JPA annotations).
   - Method and parameter annotations are now inheritable.  Allows you to
   define your REST server and client annotations on interfaces.

If I do not hear any objections within the next 24 hours, I'm going to go
ahead and start the process.

The release will be called 7.2.1-RC1. The next release will be set to 7.2.2.
