   Update Bazel rules for compatibility with Bazel `0.27`. All changes should be compatible with the current Bazel version used by Heron (`0.26`). Updated docs and website as well.
   
   Updated Bazel version to latest release `0.28.1`. `0.28` is a stable release, and does not have any breaking changes over `0.27`.
