svn.apache.org is blocking my IP for ports 80 and 443

I am trying, after notifying joes2, to get a git-svn copy for the /portals/bridges repository. About one third of the task done, the script gets blocked (in SYN_SENT status). Not sure how many rules are involved and if they expire, but I'm still blocked.

My ipv4 is 81.33.31.233

According to joes2, the impact of my script is not noticeable (until it aborts because it gets blocked), and the task is a one time one, so I'd like to get unblocked for enough time to be able to finish it.

After 24 hours, the ban was over. According to out infra team, there is no such specific filter. The only one we could find is limiting to 10 *simultaneous* IP connections to both ports.

A hypothesis is that, under losd, my cheapo-router is leaving stuck connections in ESTABLISHED state, and this is triggering the rule. The script I was using (git-svn) is opening a big number of short connections, thus it looks plausible. I try to close it as "done", not sure if it will allow me.
