OOZIE-1890: config problems

Hi all,

I think we should try to get OOZIE-1890 in because it's going to clean up a
bunch of our config problems.  The reason I'm emailing everyone is to make
sure that we're all aware of this JIRA because we don't want any "race
conditions" here where we end up losing configs added by other JIRAs while
this one's being worked on.

+1, two config file(oozie-site.xml, oozie-defailt.xml) is causing lot of
confusion (including sharelib setup, as both contains different value).

We should fix it.
