4th, 6th and 7th sub-tasks still can be done to improve CircleCI jobs.
Once [CCI-I-669|https://circleci.com/ideas/?idea=CCI-I-669] is resolved, 8th sub-task and this task can be reopened and INFRA-17133 can be reconsidered.
