[users@httpd] Runaway Processes

I am having a problem with the httpd processes, duplicating themselves,
hanging, and then using 100% CPU. Here is an example of my top:

--
  9:48am up 2 days, 1:28, 2 users, load average: 2.19, 2.28, 2.26
96 processes: 92 sleeping, 4 running, 0 zombie, 0 stopped
CPU states: 99.4% user, 0.6% system, 0.0% nice, 0.0% idle
Mem: 998920K av, 970500K used, 28420K free, 0K shrd, 98836K buff
Swap: 2024180K av, 24432K used, 1999748K free 783612K
cached

PID USER PRI NI SIZE RSS SHARE STAT %CPU %MEM TIME COMMAND
 6076 nobody 19 0 4148 752 744 R 50.2 0.0 327:45 httpd
23360 nobody 14 0 4596 1624 1208 R 49.2 0.1 123:42 httpd

Right now it is just two, however it has been up to 6 of them. I was
running the exact same configuration I am now (different chipset) on
another box. Same website, same config files, everything. But now this is
happening. Anyone have any ideas?
