Thanks for the test case, we've actually seen this in our clusters recently.  That it impacts local indexes as well suggests to me there's something wrong with the index rowkey generation.  Will take a look today.

Within 10 iterations, i could observe the difference in the row counts between data table and index table. Attaching the code used to test this behavior. This issue also exists in both Global and Local indexes.
