[PR] Switch to uv - python [ossie]

MonkeyCanCode opened a new pull request, #211:
URL: https://github.com/apache/ossie/pull/211

_This PR is created on top of https://github.com/apache/ossie/pull/205, `LICENSE` and `NOTICED` are added here for completeness. These two files would be remove if the reference PR got merged first._

As per [ML](https://lists.apache.org/thread/3n0h6v8o11qvdsqrww4nvjzwcnsl5g04), we want to proceed with more standard layout for python project by using [uv](https://docs.astral.sh/uv/). Here are the changes made in this PR:
   1. Added `LICENSE` and `NOTICE` (see above for reference)
   2. Added `README.md` with instructions around `uv`
   3. Updated `pyproject.toml` with PEP 639
   4. Added `authors`, `readme`, `keywords`, `project.urls` in `pyproject.toml`
   5. Removed redundant `classifiers` in `pyproject.toml` as that is covered by `requires-python`
   6. Removed `pytest` dependency as this project doesn't have any unit test
   7. Refresh `uv.lock`

   > Can you please remove the LICENSE and NOTICE file for now? The "root" ones are good enough.

This is completed. Please take another look when you get a chance.

thanks for the review @jbonofre. Based on https://packaging.python.org/en/latest/guides/writing-pyproject-toml/, the paths for `license-files` must be "Patterns are relative to the directory containing pyproject.toml, and thus may not start with a slash character" and "Parent directory indicators (..) must not be used".

Thus, to be able to include `LICENSE` and `NOTICE`, I had removed the newly added files and added them via symbolic links instead. Let me know if this works.
