function to split URL into components

We need a function to split a URL into a method, host, port and path. 
Agreed?  I was just fixing a bug reported in mod_proxy when I got to
thinking how an ugly 30 line section should really only need to be a
couple of lines long.

We don't have one, do we?  Just to be sure I'm not missing one before I
start...
