TAMAYA-208: New blog posts, add readme and examples

* Move jbake default templates to howto/blog to allow easier extension.
* Add first bunch of German articles to the list of blog posts.
* Enhance local script to intially wipe the local file cache to speedup development (otherwise you may see ghost articles)
