A correction: JSF 1.2 Specification, as stated in section 8.5, must be compatible with HTML 4.01. Still, it would be very nice to have the components being rendered as XHTML Strict.

As an addendum, the W3C document about XHTML 1.0 has some sections (like, 4,5, Apendix B, Apendix C) dedicated to talk about the differences between HTML 4.01 and XHTML 1.0.
