Oak 1.22.1 Release Plan

Hi there,

I'm planning to release 1.22.1 tomorrow.

The list of open issues scheduled for 1.22.1 is empty:

The candidate release notes are here:

In case people are looking at the branch commits and reverts: we're
currently experiencing problems trying to tag the release; see
<https://issues.apache.org/jira/browse/INFRA-19826>.
